Direct answer: Yes for snow, especially early February, which is still one of the busy ski weeks in Gulmarg. By late February the snow starts to thin in lower places. Sonmarg and the high passes are usually not a plan, and Pahalgam depends on the road. Keep a spare Srinagar day for weather.
Fog and snow can still delay flights into Srinagar, so keep the arrival day light.

Srinagar: the old city, a heated houseboat or hotel, and a shikara on a clear afternoon. The shikara ride is the Dal Lake ride only; Char Chinar is arranged separately.
