Chashme Shahi is the smaller spring garden. Nishat sits on the lake shore with the terraces facing the water. Shalimar is further along the same side. Doing them in that order avoids crossing the city twice. Pari Mahal is a viewpoint above, only if the day is not already full.
Late spring through early autumn, when the terraces are planted. January is the wrong month: many beds are bare and the hours are better spent in Gulmarg. Tulip week is a different garden on the Zabarwan side. Do not substitute Nishat for the tulip garden.
