A light jacket for Gulmarg even when Srinagar is warm, walking shoes you have already worn in, sun cover, and a layer for a houseboat evening. You do not need snow boots. You do not need a formal dinner outfit.
Thermals, a warm coat, gloves, a hat, and shoes that can handle slush in Srinagar and snow in Gulmarg. Lip balm and a power bank matter because cold drains a phone. A houseboat is only comfortable if the heater was confirmed. See winter closures before you pack garden clothes.
Ski boots and a board, unless the booking is the ski package. Rental is at the slope. Also leave the idea that one suitcase works for March tulips and January snow. Those are different trips.
Hotels and boats usually have the usual Indian sockets. Bring a converter only if your plug is not that type.
